A deliberately unclear mixture of speech by the nations with Israel’s soliloquy maintains that Israel is a wise and knowing people because “YHWH, our God” is immanent and accessible and that he has distinguished Israel as a great nation through the gift of the Torah (vv. 7–8). Israel “sees” these words (v. 9); it alone hears YHWH’s commanding voice at Horeb (vv. 10–12).
